Ive tryed opening SCM then PCTill and PCTill then SCM

Presumably no problem running on their own?  In which case, double check ntfs permissions on the folder for stock.mdb

Ive set permissions to full control for all users/admins/system and also my db is C:\stock.mdb and i have set C:\ as a shared folder

and i still get the same error, but when i try to open the database via MS Access it also says file in use...

Hmmm, putting the mdb in root of a drive is going to give you a whole heap of hassle, as Jet needs certain things set at folder level.

I would recommend moving the mdb file to its own folder - for example c:\stock - and adjusting where SCM and PCTill look for it ("c:\program files\stock\stock.exe" /configuredb:yes)

The permissions on this folder are probably best initially set to Everyone Full Control.

Are you running the latest Jet and SP (Jet4 with SP8), and which OS are you running.

im just running the jet engine that came with the package with SCM + PCT

Im on VISTA BASIC, you should try and get a hold of a copy of it as it comes with most laptop's these days well the £300-£500 laptops, mines ACER 1 month old

EDIT: Ive moved it to C:\stockdb\ and thats fixed it thanks, obv u cant use root dir then

We test against business editions of the OS, rather than home editions, not that that should make a difference.  We expect our software would normally be run on business versions.

My own Vista Business laptop is winging its way to HP's repair centre in Poland for new bits, so not expecting that back for a week.  I'll see if one of us has another Vista machine not currently being used, as most of our development model remains XP to match what our key clients are still using.
